How to create the BOM in SAP B1 as following:

FG=Finished goods RM=Raw material

FG A consist of

RM A + RM B + RM C 15%(RM AB+C)

Without Material Master we cann't able to create BOM.

So treat ABC as a material D and maintain required views. Declare base qty and Unit of Measure.

In tcode CS01 Enter Header Material FG, inside the screen declare Materials A B C D and required quanties.

Declare D as Inhouse Prod. 'E, in MRP 2 view.

Try the above and let me know result.
