Cannot connect to configtool

We are having trouble connecting to our Production CRM system's configtool. In the system.log file we are getting the following error:

We have made sure the SAPCRPDB user's password is the same in the secure store and on the OS level.

Anyone have an suggesstions?

Have you checked whether user SAPCRPDB is locked or not ?

We have checked that user and it is not locked.
