how can I achieve that checks are only done in the HR administrator step? For example, in sample process ORG_CHANGE.

Create the rule and assign to the scenario step.
Create rule in the table V_T5ASRFSCNRULES .

What "checks" are you wanting to do? And are they form step specific? Initiator specific? Data specific?

my question was related to the field validation done when pressing "check and send". I found two ways of doing this, however, we used the first alternative only.
Alternative 1: Creating rules in the form scenario and applying them to the steps. In the steps where I did not want validation I added text fields from the backend service only.
Alternative 2: Configuring the detached infotype framework and unchecking mandatory fields. This alternative does in most cases not solved all the validation constraints and therefore it should be used in conjunction with alternative 1.
