You need to switch to the Navigator tab and expand the src folder and then the packages folder. Then right click on packages and choose New->Other.
Then, if you need to, create a package folder structure using Java->Package and following the wizard.
Once yuo have the correct package structure available, right-click on the folder where you want to store your new .properties file (for example com.sap.training.quiz - choose the quiz folder) and choose New->Other again. This time choose Simple->File and enter the name of your file and click finish. You can then edit it to add the correct text keys & values.
