The Answer could be too long but I will try to explain in very short.
Certificates are:
1.Certificate during receiving GR that is during 01 type of inspection.-->form vendor
2.During dispach of material to customer.that is during 10/11/12 inspection type.-->to customer
There customization of Certificate profile which is used to format the structure of cetificate and different out put types.
There are settings related to Internate options for receiving certificate.
