Hi Rajini,
I think you are getting this error while using SAP GUI.
If so, you have missing sapmsg.ini file in your windows directory or its nor updated with the system details you are trying to login.
You can directly change system details in SAP GUI with system no.

Hi ,
Just check if you are able to access system via this command from START-> run ::
sapgui <your syste IP> <instance no>
If yes then its problem with your GUI data whcih you maintain in logon..ini. If you are not able to login with this command then you may need to check if your network is fine & try to access your system within host.Even then if you are not able to access then you have to check the logs in dev_w0 & dev_disp in wrok directory.
Thanks..

Check your services file in c:\winnt\system32\drivers\etc\services. You can go to "run" and type "drivers"..from there go to etc/services file.
this file should have an entry
sapmsSID 36XX/tcp where SID= your System ID, XX= SYstem number e. g for SID = PRD and system nu 00 this entry will be
sapmsPRD 3600/tcp.
