Hello ,
I got the following error message in SM21
Request (type UP2) cannot be processed
Error adding a request to the dispatcher queue ( UP2)
At the same time there are lots of V1 Processed update records found in sm13 .
Please advise...should I delete all these update records , and where can I see the queue for UP2.

Check trace files for more info. I would not simply delete these records until I confirm with users/functional consultants.

The problem seems to be your V2 updates, not the V1 updates. So you shouldn't delete them.
Check if you indeed have a UP2 process running (you can check this in transaction SM50). If none is running, add the parameter "rdisp/wp_no_vb2" to your Instance Profile with a value > 0. After a restart of the SAP system, all should be fine.
