OPJB IMPORTANCE

HI

can anybody explain the importnace of OPJB

as i have created a mterial with production version mandatory in MRP4 with 03

i tried to create a production order withour production version , and system gives MESSAGE C2025

USING OPJB transaction i changed the message with no message , even then system generating message C2025

Any specific reson or why it is tkaing material master setting as first priority what is the importance of OPJB then
