How to assign Cost center to Work center

I am still battling with this issue. I tried CR06 but not solved.

because of this issue the users can not run the report of internal labor cost and keyfigures show empty. This is on PM01.

Will reward for right help.

Go to transaction code CR02, enter plant and work center, click costing button. Enter the cost center in the "Cost Center" Field.
