I would like to find whether the transport log is enabled in SAP system or not. Is there some table to find it out. not able to find anything in STMS.
Not able to find the exact answer to the get the issue resolved. Might be no solution exist to get the logs.

We can check transport logs at os level ie /usr/sap/trans/log.
or at TADIR and E070, E071 tables.

Transport logs are enabled by default. You may want to check /usr/sap/trans directory.

I can't understand your question.... I don't think theres an option to prevent the transports from creating a log?... can you please describe your scenario?
