installation SM error message

HI all

when installation Sm4. it show the error as below:

ERROR 2009-10-02 17:41:45.687

FCO-00011 The step createService with step key |NW_Onehost|ind|ind|ind|ind|0|0|NW_Onehost_System|ind|ind|ind|ind|2|0|NW_CI_Instance|ind|ind|ind|ind|11|0|createService was executed with status ERROR .

in step 20 of 41

Start central service instance

and it show "service not started within 40 seconds"

The creation of the sap start service failed. Please check your logfiles (sapinst_dev.log).
