TO create service notification: BAPI_SERVNOT_CREATE.
check this BAPI <b>BAPI_ALM_NOTIF_CREATE</b>

think u can CREATE Pm notification using
BAPI_ALM_NOTIF_CREATE.
similarly delete WIP order and sub order using
BAPI_ALM_ORDER_MAINTAIN.
