SAPscript forms not active after transport

We have a problem with transport of forms.

We modify and activate then transport. In quality system forms are always in modified state.

We are forced to open client and activate everytime.

When we transport to production no problem.

Our admins have no clue.

This seems to have started after our move from 47 to ECC6.

I have checked OSS and SAPfans but cannot find anything.

What could be the problem?

What can I look at?

Hi

Ask the BAsis team to Force import the Request and check it.
