Cannot start instance during upgrade (XI 3.0 - PI 7.11)

We are upgrading XI 3.0 to PI 7.11.

The upgrade is currently in the Downtime Stage and stuck in the

following phase -

ABAP - MAIN_NEWBAS/GETSYNC_SECMIG_FINI

JAVA - DEPLOY_ONLINE_SHD_RM

During initial investigation, I noticed that the system is down and I

tried to start the instance using startsap. However, I got the

following error -

Hello,

I know this is an old post, but I'm facing the exact issue as you explain here (also upgrading from XI 3.0 to PI 7.11). Its not clear my this thread if the issue was resolved or not, and if so, what fixed it.

FAIL: NIECONN_REFUSED (Connection refused), NiRawConnect failed in plugin_fopen()

We have seen this error message a couple of times, and it was usually due to the fact that instance number of the system was

missing in the start profile. The usual way to solve this incidence is to check in the start profile if the SAPSYSTEM parameter is set.

If it is missing, you have to add it immediately behind the lines

SAPSYSTEMNAME =

INSTANCE_NAME =
