Need help with SAP Note 992200

I am working through the Superuser Privilege Management configuration and am needing to implement SAP Note 992200. The instructions for the note say:

• Go to transaction CMOD and give a project name and click on create button

• In the following screen, provide a short description for this project and click on save. At this point you need to assign this object to a development class.

I have given the project the name FFEXIT, I have entered a short description and click save. A new window comes up that is titled Create Object Directory Entry that wants a package name entered. Is there a specific package I should be entering? Do I need to set up a package before doing this (if so how do I do that)?
