Converting to WIN1252

I have some questions regarding converting data to WIN1252 format. We have the following data flow:

SAP R/3 -> SAP PI -> 3rd Party

Our 3rd Party is requiring they receive the data in WIN1252 format. I'm trying to determine whether this conversion should be done on SAP R/3 or SAP PI? The R/3 data is entered by the user into a front end (dialog program) and saved to ztables. The ztable data is sent to PI via proxy. PI sends the data to the 3rd party via AS2 adapter.

Where would be the best place to do the WIN1252 conversion and how is it done?
