From the SAP subscription website and SAP Developer Network, I have the impression that the SAP subscription is for individual developers or consultants living in Germany or USA. In order for a company to obtain SAP NetWeaver Development license, it must apply for SAP partnership.
Am I wrong with this assumption?
Could anybody tell me how a medium size software company in Canada purchases a SAP NetWeaver Development license to develop its software and have the software certified as u201CPowered by SAP NetWeaveru201D?
I tried to get the answer from the sale representatives, but I did get the answers I am looking for.

I got the answer. A company can purchase in house SAP NetWeaver Developer license. All it has to do is contacting a SAP Partner sale representative. There is an initial cost 2,100 euro per user + 22 % of 2,100 as the maintenance fee annually.
