Hi, we want vendors to supply coc, mill certificate and msds (material data spec sheet) for roh materials and coc, msds only for sub-asemblies. in this case do we need to create 2 control keys? after creating control keys, how to use that. pls guide.

No you don't have to design two differnet control keys.
What you can do is use std keys which includes Quality certificate.
like
0005 Delivery release, certificate
0006 Del. rel,TechDelT,QA agreement,certif.
0011 Del. release, Certif reqd, Invoice block
0012 Certificate required, Invoice block
0015 QA Agre, Del. rel,Cert req,Invoice block
Now maintain Certificate type as say
1. msds
2. coc
you can always customize these Certificate type.
Qcc0>Qm proc->defien keys for certi -->Define Certificate Types
Now check key Q005: Chemical / Physical Test report + QC
By using /copying this key you can confirm the cetificate at the time of UD only.
Maintain the certificate type for respective materials like ROH & FERT
