I would like to find a report for history per storgae bin.
How can enable-activate-customize the LI05 transaction?

Are you looking for inventory history?
if yes then you can look by LI13N transaction also.

You can get the details about bin in table LAGP.
Exept LI05 i dont thing there is any standerd report which gives the information about History.
