When I start the web dynpro admin it tells me that it failed to connect to the System Landscape Directory and the create Jco buttons are disable. What do I need to configure to makethe SLD available

After this you would be able to create the JCo destinations.

You need to activate your SLD and maintain a entry in technical systems for concerned backend system.
when you are done with this, you will be able to see options to start SLD and create JCO.
