Hi,
Pls check the services file on your PC to find the following entry,
sapdp03 3203/tcp
If it does not exist then create the same and try again.
If it exists and you still have the same error, you can try deleting the entry from your logon pad and recreating the same.
After all please check if your network connectivity is OK.

SAPgui has nothing to do with the database type whether it is DB2 or it is Oracle.
If SAP is up, then 'SAP services' and the 'database' are obviously up !
Is SAP up and running ? Verify it via OS level.
However, in DB2, db2start and db2stop are the commands to start/stop DB2 instance.But, startsap and stopsap commands include both the SAP instance and the database instance.
In services file, do you have the following entry ?
sapms<SID> (tab is to be pressed here) 36<instance number)/tcp
like, sapmsADA 3602/tcp #message server SAP
If it is not there, then place it in the end and then press enter to leave last line blank in the services file.
