Default product to No Control

In Product Master Maintenance we have specified that every product is subject to legal control. We want certain products checked but not every product. To get around we set the individual products that we don't want checked to 'No Control' in the customs product master. The users find this to be a pain to do for every product and documents are being blocked. So we now have a requirement to default the 'No Control' flag to checked for every material. Is there any possible way to do this through a userexit or config?

I don't know why you would do this (from a business standpoint), but from a technical standpoint you can change your config under Legal Control Settings to say Only Specifically Selected Products Are Relevant for Checks. This would make your classification "green" so that your users wouldn't have to select "No Control" on every product master.
