Quality engineer want to add excel file to Inspection Plan? is it possible. I know it is ok when creating PR(ME51N) or PO(ME21N).

you can attach the document in inspection method and attach the inspection method in the inspection plan
Direct attachment of document in Inspection plan seems not possible
