Any suggestions for TIME MANAGEMENT in Public Sector?

For a new implementation for a public sector with complex work schedules and wide variety of employees. With this information and some knowledge in public sector which of the following would you suggest and why? If you can think of an alternative, pls let me know.

Instead of the above time recording only for deviations will be the best I think since many public have lot of Full time employees than the contractors and parttime employees
