what reason server going down performance while one of developer debug code

Hi gurus,

what could be the reason server going down performance yellow colour and no users are able to logon, while one of ABAP developer debugging the code?

Please provide me solution to make users logon...

I can be due to the program that is being debug is going in to an infinite loop and using all the memory.

So please check that what the program is doing .Ask the Developer to check it.
