Hi Naidu,
a small piece of documentation regarding tracks can be found here: http://help.sap.com/saphelp_nw2004s/helpdata/en/c4/8efccb05f1394a8c68d5f56364d0d4/content.htm
In general a track comprises up to 4 systems: dev, cons, test and prod - these 4 systems have inherent connections i.e. the software can be propagated along this system chain. Systems dev and cons are represented always by source states (workspaces) in DTR - optionally you can configure additional runtime systems to be connected to dev and cons. Systems test and prod are in general optional and represented by runtime systems only. There is no way to create a track without cons system - so if you do not need it just import all changes released from dev into cons and assemble them when you need an assembled result of your development.
Further information regarding development using a track can be found here:

Best regards,
Martin

Hello Naidu,
The 2 Workspaces represent different runtime systems. The Dev Workspace represents the Development System, the Cons Workspace does represent the Consolidation System.
I hope this will help you abit, else the answer would take a bit longer
regards,
Markus
