If you have donloaded the .tpz file from SDN then first unzip the file and then put it in the import directory of XI: \usr\sap\<SID>\SYS\global\xi\repository_server\import\
Now login to IR and from menu TOOLS ---> Import design objects and import it.

I can able to get the Tpz file from my Cds ,with patch level 14.
I imported that into given path.
But ,as u said its not able to Unzip.
I placed that same file in import.
Still I am unable to get Adapters in ID.
Also I imported SAP BASIS 7.0 SWC in IR but it has no contents inside it.
empty component came.

Thats wrong,you should see several namespaces under it.
Please download the latest patch for SAP Basis 7.00 from service marketplace and import that as a.tpz(same way you imported SAP basis in first place)
Follow the below to download support patch for SAP Basis
Take help from your Basis to download the patches.

Go to Administration link on sxmb_ifr.then look for the path under Import directory in Repository->General information.
Keep the .tpz files in this import directory and import in IR.its usually \usr\sap\<SID>\SYS\global\xi\repository_server\import
Once the import is done in IR,do a cache refresh,of better close sxmb_ifr and reopen IR,ID etc.you should see your adapters now.
