Is there any way to protect the submit event of my adobe form in order to allow just submits from registered ecc users ?

Please be more descriptive when you ask questions as in what type of form are you developing ? What type of scenario you are implementing ie Online or offline ? Which technology ie Web Dynpro or HCM P&F.
Now if you are using Web Dynpro then in the onSubmit action handler trigger a BAPI which will check if user is registered and if it successful then call the submit BAPI.
If you are using HCM P&F then I believe only registered users are allowed to start a process so in that sense the validation is not required at all.

Chintan we need licences to use adobe acrobat because adobe reader doen´t get data from webservices when these webservices need autentication

This solution uses webservices what is a great solution but need Acrobat licences, I need other solution, without Acrobat

I using offline pdf and I create it on livecycle designer, its published on Guided Procedures of NetWeaver CE
The users can be registered, so I just need to authenticate their login and passwords on NetWeaver CE UME
