IT 0017 Lock Indicator

Dear Experts,

Whenever our users are trying to create IT 0017 in production system, automatically this IT record is lock mode. But I don't have this kind of problem in quality land scape.

I would like to know why IT 0017 recrod is going in lock mode automatically.
