Enque Resource group not coming up in GRC system ( Java Stack)

Our GRC system is in cluster. All services come up but the enqueue resource group does not come up . How do we check this issue. I cud not find any relevant logs for this.

You can check developer trace dev_enqsrv for further details. Or you can simply go to MMC, right click on the process and check developer trace.
