in the installation guide section Starting the GUI on Windows Hosts the following file is required:

SAPJVM5_crypto.zip

Where can I download this file?

Hi,

Try checking SAP Note 1168235:

1. Go to http://service.sap.com/notes

2. In the Number field, enter 1168235.

3. When the note loads, check section II, "Errors in the upgrade documentation".

I think this file should be downloaded.

From what I have found is service.sap.com, there are several guides that mention the SAPJVM5_crypto.zip file. One of them contains the following section:

Providing the JCE Jurisdiction Policy Files
The Java Cryptography Extension (JCE) Jurisdiction Policy files are no longer part of SAP JVM. However, without these files a SSL communication between the GUI backend and a remote frontend is not possible.
You have to download the policy files from SAP Service Marketplace or from SUN and provide them to the installation program using a command line option during the start.
For information about the file download, see SAP Note 1240081.

While I am not sure we are reading the same guide, I hope this information will be of help to find how to download the needed file. Just check SAP Note 1240081.
