Our plan to install a clustered UCES is as follows:
1) install clustered ECC6.0 first
2) install UCES on the clustered ECC.
We are not sure the UCES will failover with the ECC if we do it in above way?
Please help. Your input is highly appreciated.

Hi Christy,
Apologies for not being able to give step-by-step here but I will point your attention to where detail information can be found
Please go to SAP Marketplace /utilities (https://service.sap.com/utilities) then:
>product information
>SAP Utility Customer E-Service
>UCES Documentation
Please note, that UCES 6.0 corresponds with ECC600 (ERP2005) and that UCES 6.02 requires ECC602 (ERP2005 EhP2).
AS Java must be installed using UME (User Management on Java Stack). UME is necessary in any case (to get over start page at all). Main documentation is contained in Guides for Biller Direct. UCES Documentation is only a supplement to the Biller Direct documentation.
For more information on UME please check the Configuration Guide for Biller Direct.
Thanks and best regards,
David
