Could anyone tell me how to check who was unlocked PFCG transaction in production system?

If you have audit enabled you may try in SM20. You can also try by user profile in ST03N and seach for tcode SM01.

Chkout with SM01.and otherwise go for audit Tcodes SM19,sm20 or stat to analyse the lock.
