TCS configration for scrap sales

Hi Gurus,

I have configured Pricing procedure as per the sap note 1168591. I have some quires.

1) How system will calculate TCS % because i am not maintaining TCS condition record.

2) Scrap materials are non excisable but i have maintained three condition types TCS base, TCS Edd, TCS HSEdd as statistical and other three condition types for FBI posting with account keys so why these many condition types.

3) Do i have to assign condition type in TAXI.

Pls guide me wht else i have to do after configuration as per note 1168591 since further process is not given clearly.
