When I am tying to resend a message I get an error: Cannot retry message 71f69010-d9f5-11da-bb5b-000bcdfd9a4f(OUTBOUND); reason: null

Did you check SMQ2 ? If not check that. Is there any Queue is having status "SYSFAIL" .
