My client is having a requirement to put availability check at order level, if quantity is not available and cannot be confirmed than order should not be save.

It is not possible with standard functionality not to allow the sales order to be saved for lack of schedule lines, at the most you can work on incompletion log for the system to issue a warning, hence try Exit #MV45AFZZ to achieve your requirement.

This answers your qn
Suppose if stock is 0 then there is a sales order for 10 units there is mismatch here you dont want to save this order this is possible in standard by adding the field in your incompletion procedure for schedule lines in t code OVA2 by adding the table VBEP and field BMENG and ticking the incomplete messages tick box for your sales order type
Then if the confirmed qty is 0 in schedule lines the order will not get saved
Suppose if stock is 5 then there is a sales order for 10 units there is mismatch here you dont want to save this order this is possible by userexits on;y as suggested by all other friends in the link provided here
