Hi
i have same problem,
i have added permissions full control to administrator
and view/run to user
in folder and children in windows system
and same in IIS content and cache server services web.
i have permited extended web services content server and cache server, in IIS console administrator.
Sap system is ECC 6.0 windows 2003 64 bits SQLServer.
ContentServer system is windows smallbussiness 2003 32 bits MAXDB.
I can see repository and logon inside,
but i can not change anything 401 error, error in configset.

its a problem with the access rights of the content server .ini files and/or the content data folders.
Check the permissions for the c:\progam files\sap\contentserver\contentserver.ini and the \security folder, also for the cache server .ini and security.
As well as the permissons for the \ContentData and the SAP\Cache folder if you use FileSystemStorage instead of the MaxDB.

Udo
