"Object expected" error when trying to open popup URL

I can't find anything on how to fix this anywhere. We setup T Launcher to launch an external URL in a new window. We always get the "Object Expected" popup and then the

" The object you have selected is starting in a new browser window. You can continue working normally in the current application. However, you may have to navigate back to the page you were working on. Close "

message but no new window opens up.

Is this a browser setting? I turned off the popup blocker on IE7.

Are we missing a SICF service maybe? Thanks in advance

Check if service IC_BASE is activated in transaction SICF.

Anup that solved it, thank you very much for the solution!!!! We dont use IC at all here so that's why it was turned off most likely. Thanks again.
