Hi Gurus
I have come accross a problem where the project has been closed even if it has open purchase orders assigned to network activities and also activities which have not been fully confirmed
Can you please help and let me know whether this is normal and allowed by standard SAP

Check the User Status control on your project. Maybe because of that project must have closed even if PO is in Open state.

System will not allow you close if any open PO's exists.

You can not close the project with open POs.
But you set your project to "TECO".

No this is not STD SAP process. If the project is has the open PO system not suppose to allow you to close the project.
Check the user status which is assigned to your project, because of user status settings system may allow you to close the project.
