Poor performance after import language

Hi gurus,

We have an SAP ERP 6.0 SR2 on Windows 2003 Standard Edition 32-bit with Oracle 10.2.0.4.

We have imported the French language and the system has a poor performance, even to access the system.

All monitors (CCMS) is green. In Windows Task Manager, the process "Oracle" have 20% CPU and 500 MB Memory, and disp+work add other 20% CPU and 1 GB RAM, however the CPU is 100%. The server has 4 cores, 3 GB RAM and 8 GB swap; free RAM is 100 MB and 3 GB swap.

Any idea?
