You can create as many planning book as you want for a planning area. Go to transaction /SAPAPO/SDP8B - Environment -> Current Settings -> Define Planning Book . Give name of the planning book you want to create and click on create. In next screen you should able to assign the planning area. It does not matter if any other planning book has been created for that planning area.
