LO Extractor Restart

Hello Experts,

We have loaded data for 10 days from LO extractor to BW. Now we have deleted all of them and wanted reload again. So steps are

1. Delete Setup

2. Intialize

3. User not allowed to put any transaction data during the initial Load.

My question is why users not allowed to enter any transactions while restarting reload?

Is there any Blog or Notes available to know the reason.
