It is not possible to drow dotted line in smartforms
Check with the printer settings does the printer supports the dotted line.
Need to contact basis team.

In the settings of the table painter -->Grid --> Select the Dots at Intersections.
In the Template/Table tab, select 'Settings' button, choose 'Grid' tab and then select 'Dotted Lines'.

Setting is saved and working fine but that setting is for form painter and table painter

Use sy-uline in text elements upon every heading and after heading and set its width(example:&sy-uline(50)& if the field has that much length). Then dotted lines will appear.
