Secure Storage file corrupted?

Where does the configtool 'Secure Storage' file located? When my configtool try to load the 'Secure Storage' the console display 'Internal error: invalid data found when base64 decoding a String' error message.

I need to check whether the 'Secure Storage' file is ok. Where can I find it in my server path?

All the security related file's can be found under

c:\usr\sap\<SID>\SYS\global\security\data\
