What is the purpose of confirmation in PS ?

I am quite confused about the confirmation ...

What is the purpose for confirmation ?

The manager already approved the time sheet by CATS_APPR_LITE ? Why there still need to do confirmation ?

Who could tell me the whole process related to the labor in PS ? Like first : Timesheet booking --> Timehseet approve --> .....
