The shipment route in the VT01N comes from where?
Route will copy from delivery or you can enter manually in shippment document.
Help : You can predefine different standard routes in the system, which can be used for recurring shipments.By setting status 'planned' the route from the corresponding deliveries is copied as the shipment route into the shipment header, if it is identical in all deliveries and if Customizing of the shipping type has been set up for automatic route copying.

Shipement docs are maintained for each stage in the route, main leg prilim leg & subsequent leg.
So in whatever the case all teh stages are defined in the same route in 0VTC. Route gets copied from there.

The Routes are defined in IMG.
You can define them by IMG > Logistics Execution > Transportation > Basic Transportation Functions > Routes > Define routs > Define Routes and Stages.
What ever routes you define in the above configurations, those will appear when you drop down at shipment route field in transaction VT01N.
