When ever any material is attached to activity under component then the price maintained in A/c view is taken as planned cost since there is a possibility that material meight be procured/produced against activity-> network-> WBS element (cost collector) if the budget(i.e. approved planned cost) is provided then this plan cost is considered against that budget.
