How to start the Console Administrator? J2EE Engine 6.20

The J2EE Engine Shell Console Administrator can be accessed and used only through Telnet.

Are you sure of that?

In the Note 669848 - Unlocking the Administrator User on the J2EE Engine/AS Java, for versions SAP J2EE Engine Release 6.30 SP <= SP3 the procedures tell to use the console to create a user, i want to do that, but i don't have the instance.properties file and the jlaunch file doesn't exist, i have jlaunchep and the option -startMode is not supported.

I think that should be a way to start the engine in console mode.
