How do we set customer specific unit of measure maintenance??Where do we maintain??

You have to discern between unit of measure and conversion factor.
1) Unit of measure
Unit of measure are defined in the material master by defining a default conversion factor from the base unit to the alternative unit of measure.
It is usually sufficient to define one unit of a dimension to be able to use all other units within that dimension e.g. define m and you can use km, cm, dm, mm etc.
Conversion factors between units of the same dimension are defined in the system customizing and cannot (for good reason) be changed in the material master.
2) Sales Unit Of Measure
Defines whether an (in the material master defined) unit of measure can be used in the sales context
You can define a sales unit of measure per sales org (or plant?).
If you want to define a sales unit per customer, you can use the customer material info record.

Base Unit of Measure
Unit of measure in which stocks of the material are managed. The system converts all the quantities you enter in other units of measure (alternative units of measure) to the base unit of measure.
Procedure
You define the base unit of measure and also alternative units of measure and their conversion factors in the material master record.
Dependencies
Since all data is updated in the base unit of measure, your entry is particularly important for the conversion of alternative units of measure. A quantity in the alternative unit of measure can only be shown precisely if its value can be shown with the decimal places available. To ensure this, please note the following:
The base unit of measure is the unit satisfying the highest necessary requirement for precision.
The conversion of alternative units of measure to the base unit should result in simple decimal fractions (not, for example, 1/3 = 0.333...).
Inventory Management
In Inventory Management, the base unit of measure is the same as the stockkeeping unit.
Services
Services have units of measure of their own, including the following:
Service unit
Unit of measure at the higher item level. The precise quantities of the individual services are each at the detailed service line level.
Blanket
Unit of measure at service line level for services to be provided once only, and for which no precise quantities can or are to be specified.

there is a section inside the customer-material info record (VD51) that is the Unit of Measure Group (UMGr). although this is used more for rounding purposes, please explore this in depth if this will be a satisfactory workaround for you.

You can use "sales unit" in sales order.
For ex your sales unit in CRATES but you base unit is BOTTLES.You can enter CRATES as sales unit sales order.But you will need to maintian the relationship between these units in material master.
You can default this sales unit by filling the field "sales unit" in the material master.But this will be default for all the sales order then just not customer specific.I do not know if there is any standard funtionality to default customer specifc unit of measure except using a user exit MV45AFZZ.
