We know that SAP content server is usually used as a storage.
Why it is labeled as a web server in the SAp architecture?

I believe SAP content server, SAP security ,certificate pool and drivers combibned are referred as web server. Refer to the link below.

since it could be a web server, can it be used to replace IIS or appache when needed?
SAP Content Server its not a web server, it require IIS or Apache to run
when will content server support WebDAV?

As a http repository you mean , MaxDB does the storage.

I can remember seeing it label as a web server, but basically SAP Content Server is a http repository that runs on a web engine (IIS, Apache). So that must be why.
